1. Your plate numbers and letters — the whole sequence, top to bottom, has to be readable.
2. Your registration sticker — the little decal in the top-right corner. Not even the edge of your frame should touch it.

What about the state name at the bottom?

Good news here — the state of Florida has said the info at the bottom of the plate (where it says "Sunshine State") is NOT considered a primary feature. A frame can partially cover the bottom without breaking the law. Same goes for the top, as long as officers can still tell it's a Florida plate.

So no, a normal frame covering a bit of the top or bottom trim isn't going to get you in trouble. It's the numbers and the registration sticker that matter.
